California Contractor Insurance Requirements in 2026
Insurance and bonding requirements depend on a contractor’s business structure, employees, CSLB classification and project contracts. The following summary explains several important requirements contractors should understand in 2026.

Workers’ Compensation Requirements
California employers, including construction businesses, generally must maintain workers’ compensation insurance when they have one or more employees. Active C-8 Concrete, C-20 HVAC, C-22 Asbestos Abatement, C-39 Roofing and C-61/D-49 Tree Service licensees currently must maintain workers’ compensation coverage or valid self-insurance even when they report having no employees. The broader workers’ compensation requirement for all licensed contractors is currently scheduled for January 1, 2028.
General Liability Requirements
General liability insurance is not a universal CSLB requirement for every contractor business structure. However, clients, property owners, general contractors and project agreements may require proof of coverage. California contractor LLC licenses are subject to separate liability insurance requirements, beginning at a minimum cumulative limit of $1 million for five or fewer personnel of record.
California Contractor Bond Requirement
California contractor licensees must maintain a $25,000 contractor license bond. If a canceled bond is not reinstated or replaced within the applicable CSLB notice period, the contractor license may be suspended.
